L’intervention, qui s’identifie comme une avant- garde à niveau Européen dans la promotion des politiques de co-développement, a nécessité d’un fort engagement soit en termes d’ingénierie financière, soit de coopération institutionnelle, pour réussir à surmonter les nombreux obstacles produits par le caractère innovant.

La conférence représente l’occasion pour présenter aux interlocuteurs professionnels le nouvellement- institué Fonds de Garantie pour les migrants entrepreneurs dans leur Pays d’origine et pour décrire le parcours que, dans les années, a conduit jusqu’à la définition de cet outil.

Les interlocuteurs auront, en autre, la possibilité de se confronter sur les opportunités de pérennisation du Fonds et sur l’impacte qu’une action de ce genre peut produire dans le contexte du développement économique d’un Pays en voie de développement.

Some interesting elements emerged by his work, such as a true interest among local institutions and financial stakeholders to cooperate with the newly-constituted Su.Pa. Guarantee Fund, which could partially fill the lack on local guarantee public tools to support SME’s investments in Senegal.

Massimo Chieregato met several banks and micro-credit institutions and meetings gave positive feedbacks toward the promotion of new business proposals promoted by returnee migrants.

Interest rates on loans for local investments could be lowered for beneficiaries of the Su.Pa. Guarantee Fund, while reducing the risks on start-up’s credit for local financial institutions.

Banks will be willing to consider financing different sectors of activity when business proposals are provided with dedicated coaching and mentoring services and guaranteed by the Su.Pa. Guarantee Fund

The presentation of the brand new Su.Pa. Guarantee Fund encountered great appreciation since appears to be the only product in the Senegalese financial market with those features.

The European Commission is preparing a Communication package on the revision of the Global Approch to Migration. the adoption of the Communication is scheduled for November 2011. in order to prepare the package, a series of targeted consultations and expert meeting entitled “Migration and Mobility for development: towards a migrant centred approch”. The objective of this meeting is to review what has been done so far to enhance synergies between migration and developement, and what further steps are needed to strenghthen the Commission’s approch in this area. Today, a seminar will take place in Brussels and EU Member States and Institutions and stakeholders in the area of migration and development are invited to participate.

Pendant les deux journées, le nouveau Programme Indicatif de Coopération (PIC STREAM/SENEGAL) 2010 – 2012 a été présenté. Le PIC STREAM a comme cible l’amélioration de l’efficience et de l’efficacité des initiatives au Sénégal, en prenant en compte le contexte et les possibilités majeures offertes par la coopération avec le Sénégal en vue de mettre en œuvre une « approche » de système dans la relation avec le Pays. En effet, une plus ample collaboration avec l’Union Européenne, de nouvelles modalités et de nouveaux critères d’action, comme la valorisation de l’apport de la diaspora sénégalaise d’Italie et la promotion du développement local, avec le soutien incontournable du secteur privé, pourront favoriser l’action des différents acteurs italiens partenaires du Sénégal : ONG, collectivités locales, entreprises, fondations. Le but du programme est de valoriser les initiatives des organisations non-gouvernementales, de la société civile, des collectivités locales et des fondations privées italiennes, qui ont vu augmenter leur présence dans le pays, grâce aux relations avec les communautés des migrants sénégalais en Italie.
