The Partnership is composed by:

 

 

Veneto Region, the Lead Partner.

The Veneto Region – thanks to its geographical position, to a well-known historical vocation for trading, as well as to its extraordinary production liveliness – has established many relations of collaboration and twinning with Regions, federate States and Local Authorities of European and non-European Countries. These relations are often formalized through the signing of agreements and memoranda of understanding, which are meant to be the basis of later concrete initiatives of collaboration. In the last years, the Veneto Region decided to realize polices designed not only to deal with migrants in its territory, but also planning measures to actively promote the migration and development approach, dialoguing with the countries of origin. The Veneto Region is the second region for number of migrants legally living in Italy. With a population of more than 400.000 they represent almost 10% of the regional population, compared to the 5.8% at the national level. Thus, Veneto is today a major destination Region in Italy and in Europe. The International Relations Department of the Region is the project’s Lead Partner, and it is in charge of managing WP1 “Coordination and Management”. 

Kaolack Region.

The Region of Kaolack is located in the South-western part of Senegal and borders the Gambia. It is a highly populated rural area based on the agriculture, fishery and crafts sectors. It is strategically important in the national setting, as it is experiencing a relevant economic development trend. Since a great part of Kaolack emigrants directed to Europe decided to settle in Veneto, a privileged relationship between the two regions was established. The Region of Kaolack has recently developed a new approach to migration policies due to the evidence of the lost of human capital (particularly in the youngest generations). The impact of this phenomenon on the economic development of the Region has been demonstrated by a relevant number of field studies. The Region has expressed an important political commitment in drafting innovative policies, in cooperation with International Organizations and Inter-Regional stakeholders, to find appropiate solutions to deal with this issue. The Kaolack Region is in charge of the coordination of WP3 “Support to Economic Return Initiatives”.

 

 

Marche Region.

Region of Marche is paying great attention to the migrants situation and especially to the phenomenon of migratory entrepreneurship. There have already been different activities implemented (or ongoing) in this field carried out through internal funds, funds of the Italian Government and the EU. Moreover every year the Region of Marche promotes and finances in its own territory the Regional Conference on Immigration. Every three years, with the involvement of local stakeholders, Marche Region elaborates the Regional Programme to support initiatives dedicated to migrants. The Region of Marche has also a dedicated budget line for financing pilot projects or services for migrants. Finally, the Region of Marche has financed and coordinated the opening of local Polyvalent Centres For Migrants.

 

 

Veneto Region – Delegation in Brussels

The Delegation office in Brussels was inaugurated on June 25th 1997 with the aim of contributing to the promotion of the region’s social and economic development within the European integration process. The Delegation is a parallel Directorate to the International Relations Directorate. The two Directorates work synergically exchanging each ones expertise in the competence fields as part of the same structure. The Veneto Region’s delegation office in Brussels will be the responsible partner for the implementation of the activities under WP5 “Dissemination and communication of activities and outputs”.

 

 

OFII
When it was founded in 2005, the French agency in charge of migration and welcoming foreign people, combined the skills and resources of two structures which already had extensive experience in migration. On the one hand, the OMI – Office of International Migration, founded in 1945 to handle and regulate the arrival of immigrants. On the other, the SSAE – social service for aid to emigrants, an association created in 1926 which provided immigrants with specialised social services upon their arrival in the country. Today, therefore, the OFII has the necessary means to apply the policy of the Ministry for Immigration, Integration, National Identity and Joint Development.

 

 

 Veneto Lavoro

Veneto Lavoro is the Public Agency for Labour of the Veneto regional Government and therefore the cooperation with the Region of Veneto is verified on a every-day basis in the joint activities that the two institutions carry out. Due the mission of Veneto Lavoro, the organisation is involved in all project initiatives related to the labour market, migration policies and international mobility, but also in the framework of the institutional cooperation with accessing countries (Technical Assistance Programmes and Twinnings). Veneto Laovoro is in charge of coordinating WP2 “The Guarantee Fund”.

 

 

 Confesen

Confesen is the Association of Senegalese Migrants and Local Small Businesses. It was founded on 2005 thanks to the support of Confesercenti Padova, the local Confederation of Commerce Entreprises in the Veneto Region. Confesen will carry out activities mainly related to WP3 of the project (support to economic return initiatives) through the provision of Business Developpement Services in Kaolack.

  

 Banca Popolare Etica

Banca Etica is a leading actor in the national banking system in the field of ethical finance and is involved in the regional round table on migration, where new approaches to the economic inclusion of migrants are discussed, and new policies drafted. The Company adopts the following principles of Ethical Finance: ethically oriented finance is aware of non economic consequences of economic actions; access to finance, in all its forms, is a human right; efficiency and soberness are components of ethical responsibility; profit produced by the ownership and exchange of money must come from activities oriented towards common well-being and shall have to be equally distributed among all subjects which contribute to its realisation; conditions of all ethical finance activities; maximum transparency of all operations is one of the main conditions of all ethical finance activities; the active involvement of shareholders and savers in the company’sdecision making process must be encouraged; each organisation which accepts and adheres to the principles of ethical finance undertakes to inspire its entire activity to such principles. Banca Etica is in charge of coordinating WP4 “Innovative Financial Tools for Migrants”.
